Why does Uruguay have such a high murder rate?

People criticize El Salvador’s methods but its clearly effective.
The murder rate in Mexico dropped under 20 per 100k for the first time in almost a decade. Great. I mean, it’s still a horrific amount of murders, but at least it’s trending down.
70% of all the guns tied to crimes in Mexico that used tracing originally came from the US. Spain has a 3000 mile natural border.
You can clearly see the countries where drug is syntethized/farmed (Colombia, Venezuela, Ecuador) and the countries that recieve and export to the rest of the world (Mexico, Brazil)
The only exception is Boliva, I think the lack of murders come from the fact Evo and his clique doesnt really have any competitors in the drug trade world
Idk why i thought that Costa Rica was safer
I wouldve thought Costa Rica would be among the lowest – felt very safe and calm when I was there for a month
