There are 10 percent fewer federal judges, compared to the population, than 20 years ago.
Whatever you think about it this is tragic for victims as well as for the rule of law.
If there’s a 1/10 chance you can get off just by dragging out a case why not roll the dice? Add to this the fact time is counted 1.5:1 pre-sentencing and there are lots of incentives here to gum up the system.
The solution is more judges, and if Carney wants a legacy jurisprudence is arguably one of the best ways to do it.

They already know how to fix the problem, increase the resources available to the courts so that more cases can be heard a year. Or give direction to reduce the number of cases brought to trial.
An accused does not need to drag out it out – it usually starts with the prosecution taking a year to provide disclosure.
