It’s only a risk if the government puts out the cash. Saying we will build a pipeline and never actually building it costs very little. In light of the „forever Canadian“ separation referendum this is just a horse and pony show. Pipeline will get stalled in the courts, and some money will get spent that way. The project will then be deemed non-profitable and die on the floor.
