This map just shows aging populations. Older people are fatter than young people.
A good portion of female breasts are fat. I think there would be more of a correlation between breast size and BMI. The US has an obesity epidemic and the largest average breast size. The countries with the smallest breast sizes I associate (rightly or wrongly) with a thinner population.

There’s no way this uses real stats. My wife is Malawian. I’ve been there many times and like my wife, most the women have very large breasts, much larger than DDs. I’m sure it’s like this in other African Countries as well
