      He is grossly out of his depth, but knows how to get a deal done. He looks at a map, „knows“ Russia holds a better hand at the moment, and tells the „winners“ how to sell it to a guy who also just cares about „making a deal“.

      Russia doesn’t have to pay him when he’ll do it for free.
