
Ich verstehe das nicht. Warum zahlt die Sozialversicherung ohne Nachweis? Wenn eine Krankenschwester sagt, dass sie an einem Tag 90 Menschen besucht hat, wird sie dann einfach bezahlen, ohne es zu überprüfen?
Ich versuche, alle Nachrichten zu lesen, aber es fällt mir schwer zu verstehen, wie der Betrug passiert ist? Alle Neuigkeiten betreffen diese Krankenschwester, aber es könnten viele Leute sein

I can tell you that psychologists use that a lot also. There is not control, they are all declaring like the maximum amount of consultations they can, even if it is obivous that it could not be possible.
Nurse should scan ID card of a patient to prove their visit. Though she just took their ID cards with her…
My grandparents family physician did the same thing. Each time he made a house call for one of each, he billed visits for both of them. My grandparents didn’t pay extra because the bill was covered by the health care system. That’s easily 150 euro per month extra just for one patient. My grandparents didn’t really care because they liked their doctor.
In general many Belgians have little faith in the government. For centuries we were ruled by foreign nations. And even after that we had governments who didn’t really care about common people. Many people got used to finding creative solutions just to get by. Of course things have changed, but many Belgians don’t feel like the government is working in their interest. They are used to find their own solutions. Bending the rules usually isn’t frowned upon, as long as it is small scale. Many of the patients that need daily care stem from a generation that did unofficial side hustles all the time, or paid people off the books to do side hustles for them.
Our health care system is also well developed. It is good that all people have access to affordable care. But the system is also complex and bureaucratic, which makes fraud easier. Many people see the system as some kind of anonymous multinational with deep pockets. They don’t realise that system is paid for by society.
Belgian politics are also complicated. The system is based on compromise. Different political parties defend the interest of their constituency. As a result fraud detection isn’t as effective as it should be.
Imagine if they would have to check every visit, those checks would cost a lot of manpower and money. You have to look for the balance. So somebody who invoices 17 visits instead of 15 won’t be checked but somebody who invoices 90 will get checked.
Remember how doctors were saying how VDB is ruining their profession by ‚limiting‘ the number of people they can see on a day, and ‚punishing‘ them by taking away their RIZIV numbers for not following rules. I was reminded of that this week.
