Interestingly, U.S. Coast and Geodetic Survey was the first scientific agency of the United States government, established in 1807 by President Thomas Jefferson. Operated until 1970.
But… why these specific symbols?
Because they establish ownership of the land. It’s not really that surprising, is it?

each symbol denotes something specific.
its all standardized by the Cartographic Standard for Geologic Map Symbolization, FGDC-STD-013-2006
you can pick up the book with the library of congress listing of FGDC-STD-013-2006 to see the entire meaning of each mark
arrow with a line thru it denotes a lot along a waterway with a bridge.
circle means the survey point plot has a well on it. water access.
Star of David marks a survey running magnetic north from that point. so the southern most boundary of a plot will mark with the Star.
triangle means that marker is at the highest point of that plot
