Not sure where they got the headline from because Merz only seemed to talk about supporting Ukraine’s own domestic production rather than delivering missiles to them, e.g:

No country will ever give Ukraine their own long-range missiles. Because that’s (IMO) the red line Russia set for Ukraine’s allies.
Why do I say that you may ask; up until now Russia has only attacked Ukraine’s energy infrastructure that can „easily“ be replaced (speaking relatively here). That’s why after every Russia’s attack on Ukraine’s energy systems, the blackouts only seem to last a few hours. And them miraculously there’s power again. The point of these attacks is not necessary to break Ukraine’s energy infrastructure (at least not the main objective), the point is to deplete their air defenses.
I believe Russia set a hard red line for Ukraine’s allies to not supply them with long-range weapons, because those could cause serious damage to the Russian economy and energy. The red line here being that if US/EU supply Ukraine with these missiles, Russia would attack Ukraine’s 750kV substations.
Yes, they attacked one of them already, but (I believe) only as a warning, because Trump „threatened“ with supplying Ukr with Tomahawks. Now, this is (informed) speculation on my part, but what isn’t speculation is whether Russia can strike Ukraine’s 750kV substations or what would that mean for Ukraine.
