They’re really nothing other than a statement by the President saying „we are going to enforce the law in this way“. And as such they cannot override laws. If states make something illegal the federal executive branch can’t really change it as they weren’t the ones enforcing it in the first place.
The government has been coasting on EOs for far too long. The legislative branch simply stopped doing their job around the time of Gingrich.
