A big criticism of von der Leyen is that she seeks consensus across 27 states too much, which only results in policy of the lowest common denominator. So you’re effectively  dragging all of Europe down to the level of the weakest and most pathetic national leader. Obviously she is not the Empress, but she can put way more pressure to actually enact the collective will of European citizens. States are fundamentally unfit to do that.
