      No, the President cannot unilaterally sell F-35 fighter jets (or any major defense equipment like them) to another country without involving Congress. The sale of F-35s falls under the U.S. Foreign Military Sales (FMS) process, governed by the Arms Export Control Act (AECA).

The advantage of operating F-35s is in extending the timeline where technology becomes available to adversaries or potential adversaries either directly indirectly. Saudi Arabia has a horrendous human rights record and its leader is a murderer, but this is par for the course for Poopy Pumkinhead.
