Sounds like an escalation.
Assuming that they can present evidence of Russia’s involvement in this (and they probably did, but the question being if they can prove it)… If a foreign attack on privately owned buildings is a valid reason to trigger NATO’s article 5, I’d love to know of a justification why a military attack on vital national public infrastructure wouldn’t be.
