This will be ongoing for next few years. No gas from Russia, EU will have to foot the bill.

If all the corrupt Ukrainian officials, Zelensky’s cronies, and Zelensky himself contribute a small portion, then the 2 billion will be easily reached.
Reappropriate Russian assets in Europe, sell them. Give money to Ukraine.
