I think you mean qualified, not classified. Why have Spain, Portugal, and Italy not qualified yet?
There are a few countries in Europe (e.g. Sweden) that can still qualify through the playoffs and as a result shouldn’t be coloured in red.
I zoomed in on [Cabo Verde](https://www.fifa.com/en/tournaments/mens/worldcup/canadamexicousa2026/articles/cabo-verde-qualification-reaction) but couldn’t tell whether their qualification was acknowledged because of the shitty resolution of this r/MapPorn-worthy map.
