Require pre-payment, either a deposit or in full. Allow cancellation with refund 48 hours before hand and cancellation with 50% refund 24 hours before hand. Problem solved.
It’s crappy behavior on behalf of the tourists. However, the shop probably needs to be a bit tougher and introduce a system where a down payment of some kind is made in advance. They are quite common in Japan for very popular places.
