Okay basque country and navarre have special fiscal policies, but wtf is going on in la rioja and cantabria? Is their economy really that unimportant or they also have special fiscal status?

I think it’d be better to show tax minus state services (if only there’s data for that), and on per capita basis.

If you overlay a population map on Spain on this (or just look at [this Wikipedia page](https://en.wikipedia.org/wiki/Ranked_lists_of_Spanish_autonomous_communities)) you will see that this tracks closely with population, making this a bit of a „people live in cities“ map. A more enlightening map would probably be one where it showed per capita tax revenue by region.
