Incorrect for Belarus. There is no dominant party, the country is ruled by a parti-less personalistic regime. Actually there are multiple parties (both pro-governmental and oppositional) none of them having any influence at all, they don’t even have a lot of MPs.

Bavaria is basically a dominant party system. Its ruling party has been in power for longer than the Kims have in North Korea. Since it’s part of Germany and the states only have limited power it’s not really comparable to actual countries, though.
