It doens´t seem to be a direct attack on you, but those people can become dangerous because they are hard to read and judge.

The letter is brabbling about „Logensymbolik“, likely talking about Freimaurer (Free masons). The author is probably lamenting about symbolisms in your city, overall just insane conspiracy stuff. The author is in dire need of psychological help.

If you figure out who it was, you can contact your local Sozialpsychiatrischer Dienst and give them the details. I personally, if I saw him running around, would probably just call 112 and tell them, they should sort it out. That person may be a risk to himself or others, so I do think this would be warranted.
