Trump is proposing the end of the ACA(Obamacare) by going around the structure and giving funds directly to people.
First, people can already use the tax credits immediately.
Second, giving money instead of tax credits, will leave people without the protections in the ACA that insurance companies can’t refuse to cover „pre-existing conditions“, just like before the ACA was created.

He is specifically not in charge of economic policy in this way. His job is to see to it that what Congress allocated is dispersed.
