can any1 ELI5 as to what this actually means/does ? Cause they cant exactly make a new budget, cause there is no government in Brussels ? (and i doubt a government of running affairs can ***make*** a new budget)
how are they making a budget for 2024? isnt that already spend? cant read the article because of the paywall…
but still you cant be making a budget for something thats already passed? or are they simply not agreeing on what was spend in 2024
