At this point that’s a given. The house is out of session at least through the 16th, and the Senate is unlikely to pass the House CR as-is. There’s not really enough time to call the House back and deal with reconciliation before he 21st then (when the CR’s funding runs out) so you’re absolutely looking into December for any substantive change now.
And after Thankgiving? Sorry, Kids. Santa isn’t coming this year.

The civil servants have been sent home without pay, the house has been frozen out by the executive’s lap dog, the senate is effectively following orders of the executive, the judiciary has been captured by the executive, potentially problematic military leadership have been removed by a corrupt cabinet, the president is threatening nuclear actions on no specific enemy, the president is working with or for the Russians with whom he has a long sketchy past personal relationship, the president is ruining foreign relationships with allies while doing the opposite with unfriendly nations, unidentified military goons are stirring up angry crowds in cities and states that are viewed as unfriendly to the executive…

Dems have already won. If they give in now, republicans win taking increasing health care costs for average Americans and bolster democratic trust in this area. This will only help them in mod terms as they bring this and the coming disaster from the big beautiful bill up for voters to vote against.
The GOP won’t last past Thanksgiving. Flight cuts impact their middle-class and upper-class voters and they are hearing it.
Earlier in the day, Senate Democrats offered Republicans a short-term funding stopgap with an attached three-bill “minibus” and the extension of tax credits for a year. Republicans saw the offer as a “nonstarter” and, as Sen. Lindsey Graham (R-S.C.) called it, as “terrible.”
If they won’t accept an offer of maintaining the present tax credits for healthcare FOR 1 YEAR, they certainly won’t pass anything to help with the exploding costs of healthcare if the government does reopen.
