Does anyone know how big an impact adding *an extra 10 million people* since 1992 would have here?
This isn’t some law of nature that we just have to work around, it’s the result of intentional government policy to have liberal immigration through the 21st century.
There are some genuine climate related issues with how rain falls and how quickly it evaporates in summer, too. But this is pretty obviously the main cause.

I suppose building reservoirs and fixing the leaky pipes that lose literally billions of litres of water per day is out of the question

If other people want to play act and not use their hoses or whatever, that’s their business. Personally I’m busy.
If supply companies haven’t done the planning and investment they’re paid for, it isn’t my job to rescue them. And if they’re playing chicken over who will suffer because of it, I’m more than prepared to not blink.
If other people think they can convince a corporation to do the right thing by paying higher bills for less service then more fool them.
