While both have mutual visa waiver program, Chilean passport ranks 15th, and Vietnamese 89th, according to [Henley](https://www.henleyglobal.com/passport-index/ranking).
But Chile has one fifth of the population. While not truly a wealthy country, it is highly developed.

Vietnam population = ~100 million (GPD nominal per capital = ~$5,000) – lower middle income country
