This is the cost of assuming Japan would act in good faith.
Should have just kept previous arrangements of refueling in a different country.
Japan is like an island echo-chamber where they were never held responsible for their wrongdoings in WW2. I highly doubt they care about taking responsibility, they only care about making Japan look good. There are still far too many Japanese nationalists.
