Just a guess, but Putin is the ruler of a “rule of the strong” mafia state, and he’s stayed in that position for a long, long time, so he is obviously very well protected. There are many less protected targets that have been assassinated, mostly Russian military personnel in Ukraine. Many people tried to assassinate Hitler and it never worked out, maybe Ukraine is learning from history and deciding to focus on attacks with a better chance of succeeding without handing Putin a major PR victory if they fail.
