They could, in theory.
Problem is that, a. those investments come with giving chinese police a lot more unrestricted access and freedom of movement in Hungary (and by extension, in the EU, because no controls at internal borders). And b. setting up shop in Hungary gives chinese carmakers access to the entire European market. Going to Canada would, under current circumstances, not give them the north american market because of the import restrictions in the US.
