To the extent of my knowledge, the presence of such sign means in the proximity there might be a hospital, a clinic, or some kind of other specialized center where people with such conditions might be coming and going. But it might be partially or entirely wrong, so I’ll let anyone else with better knowledge chime in.

In the city i live in there is a section of town with this road sign and it means that around here blind people frequently walk or in my case its where blind people live

visually impaired people might be in this area. but anyways, if you see someone with white walking stick lifted, you must stop and let them cross, regardless of the sign in area.
