It’s an official road sign. Means that the area is often frequented by blind people and pay extra attention when driving by.

It means people with vision impairment might be crossing, so the message is to pay extra attention at this crosswalk.

To the extent of my knowledge, the presence of such sign means in the proximity there might be a hospital, a clinic, or some kind of other specialized center where people with such conditions might be coming and going. But it might be partially or entirely wrong, so I’ll let anyone else with better knowledge chime in.

Be aware of Ozzy Osbourne. Lol jk it’s a sign that the area frequently has blind pedestrians, Be careful. It’s not so much of a Lithuanian traffic sign, it’s an international one.

    4. It means you might encounter intoxicated people returning from a rave, but likely supervised by their friends. Those people often wear such style sunglasses to hide their enlarged pupils.

In the city i live in there is a section of town with this road sign and it means that around here blind people frequently walk or in my case its where blind people live

    6. visually impaired people might be in this area. but anyways, if you see someone with white walking stick lifted, you must stop and let them cross, regardless of the sign in area.
