Basically, it allows air to flow into the room even when the windows are closed. Don’t know if the rubber part is normally part of it though.

Looks like it is a vent to let a bit of air in and you can close it with the slider.

Like of you have a kitchen hood that pulls the vapours outside fresh air has to enter the building somewhere and that is where it is coming from.
