They are tax receipts.
The top one is for tax payment on declared rental income. The bottom one I do not know.
You should not have opened something nit addressed to you – it’s actually a crime.
You should write „not at this address“ on the envelope, and return it.
Did you just move into the apartment?
Never open mail that isn’t addressed to you
