If Slovenian is an actual national language than Croatian, Italian, and probably Czech have to be treated as well.

The alternative and probably more likely aolutions is german as the official language with strong local autonomies.

What purpose would this serve if both countries are in the EU already?

Well there was talk that Slovenia might seek to become the 10th state after the breakup of Yugoslavia (unfortunately this conversation was over very quickly). Croatia and Italy giving up their richest provinces? Not seeing that 😉
