Cluster munitions into urban areas sounds about right for Russia. They must want to negotiate.
These is why, American pressure that prevented the Ukrainian military to chase the Russian withdraw from Kherson in Novemeber 2022 in order to not „escalate“ or provoke a „stronger“ Russian response, was catastrophic in so many way. Simply awfull and unaceptable.
