Simple, the proximity of Albert Heijn and Jumbo makes colruyt decrease prices but in Wallonia you often have few supermarkets apart from delhaize, colruyt and intermarché. It is doubtful that these Dutch chains will enter the walloon market because they would have to change their product labels. Hence why Albert Heijn is not present in Brussels but just outside in Wemmel.
Quite obvious, since there is a higher population in Flanders vs Wallonia, there are more supermarkets, so a higher competition. Since Colruyt had the system of „red prices“ („guaranteed“ lowest price), they lower their prices in areas with much competition. Wallonia doesn’t have a lot of supermarkets per km² or population, so way less competition.
I live in Ypres, West-Flanders. Much lower competition vs Kortrijk, so when we visit my parents and need to do bulk groceries, we go to Kortrijk instead of Ypres.
(and as most West-Flemish people: once in a while to Auchan :)).

He’s in the business for making money.
If he can sell at higher prices because customers are willing to pay, then he will raise prices.
