I think if Hamas refuses to disarm, the Israel should pursue the Disneyland approach. Bring in the resources from the Arab world to start reconstructing the area outside the yellow line working with these clans. Palestinians who want to live in peace can move there. Palestinians who want to continue the “struggle for liberation” can continue to do so from within the yellow line. Eventually when the area outside the yellow line is built up enough, Hamas will lose popular support from within the strip.

Only two of these have claimed any connection to Israel. One of them, at minimum, has been targeted by Israel. At least one of these four groups has sworn loyalty to “the government of Gaza”; Hamas in this case.
Hamas labels all anti-Hamas groups, or just competitors, as Israeli-backed and/or Israel to some context. Unfortunately, that’s kind of just the way it goes with them and is par for the course. You saw the same when Hamas first came to power and slaughtered all political opposition prior to elections claiming they were Israeli dogs. Likewise, there’s a pretty infamous quote from Nasrallah post-Lebanon war when the question of disarmament was made: “anyone who tries to take our weapons from us shall have their hands cut as they are the hands of Israel.”
