Colour me more than a little skeptical, I haven’t seen many substantive moves from this government that could be read as diplomatic (or even not deliberately antagonistic) towards China. China invests a substantial amount in their diplomatic corps, they’re always willing to talk, but repairing the damage just done in the last 12 months will take more than talk.
It may actually a good sign if Carney has really secured a meeting with Xi. Usually wouldn’t expect Beijing to agree to a face to face unless there actually is something to agree to.
