This is an aspect of Carneys plan that isn’t as obvious or has been recognized.
Instead of the federal government intervening and over stretching power into provinces and municipalitys they have an opportunity to set up and prove a successful model on federal lands .
If you can provide a successful model to build provinces and municipalitys you will not be forced to follow from the top (feds) down but rather from the bottom (citizens) up . This can have a wave effect and is the same concept and approach Carney has used with the Premiers in multiple other areas.
Carney has one thing going for him , Trudeau is gone , the Provinces can no longer all sit back and blame the feds for their own doings in their shit economys, if Carney leads by example and it’s proven successful they will have no choice but to follow the approach.
Once these lanes open up , the investments will follow .

This is typical neoliberal drivel. They don’t care about building housing at all, they just want to reform zoning to make their asset portfolios more lucrative.

Author talks about scrapping zoning and replacing it with a system called Community Planning Permit System which… kind of sounds like just another form of zoning but with more broad as-of-right principles baked in?
Can someone in the field or with more knowledge explain the major differences?
