Auf dieser Straße herrscht eine stille Leere
nur das Denkmal, der Wind und ein Gefühl stiller Zeit.

Ahem what did you expect? I’m surprised it’s still there but going with the whole not touching stuff that was there before the occupation it will still likely be there forever.
But it has only grave negative symbolism for Azerbaijanis. So why bother being near it? Not to mention the city is still recovering.
