It looks like this is a project that has been a long time coming. My sense is that this first wave of BCH projects are not new projects, but ones that were languishing for years under Canada Lands. It seems like they have now finally injected some sense of urgency and clarity of purpose to get housing built.
Edit: this is mostly based on the Shannon Park project in Nova Scotia. It may not be a fair characterization of the other projects.
