I mean, that just shows premeditation so whoever did this it was planned 100% or looks like it was planned
I still think Kirk faked his death and all of this is designed for some larger plot/narrative. These breadcrumbs seem too obvious for a spy agency to goof. Has a very passport at ground zero vibe.
