      He isn’t, but constitutionally, he (well, the legislature) decide whether the position of Mayor of Toronto exists at all.

      Probably not the greatest part of our constitution – that is giving no constitutional status to municipalities other than what provinces give to them, and not applying Section 3 of the Charter (the right to vote) to municipalities.

      I wish these kinds of „journalists“ (gotta love when they just come from the „board“) would have a better grasp of jurisdictions.
