Maybe because ISIS mainly operated in Iraq and Syria, both of which have many Muslims, some Christians and 0 Jews? And that aligns with the numbers you provided?

Or maybe they are tools in order to destroy the peace in middle east and legitimate the spoliation of lands and put fear and hate for Muslims in the world legitimating the horror in Gaza.

They did attack them but it was the first time ISIS ever apologized
From my understanding, ISIS operated primarily in Muslim-majority areas, and they explicitly targeted non-Sunni Muslims, which explains the numbers. Their focus was local (Iraq and Syria) rather than fighting distant enemies.
Their hostility toward Hamas also makes sense, since Hamas has received backing from Shia-led Iran, and ISIS considered Shia Muslims apostates.
There’s enough self motivation for ISIS to act the way they’ve operated. But I could be wrong.
