So someone born 17 years ago who doesn’t speak the language will be a citizen but someone born 18.5 years ago who doesn’t speak the language won’t…. Makes perfect sense.
Why make it even more difficult for people to become Canadians? There are only 40 million Canadians in the entire world, out of 8 billion humans.
