Ich habe kürzlich ein Body -Kit auf meinem Auto installiert und es hat Tüv auf den Panels. Bedeutet das, dass ich es einfach so fahren kann? Oder sollte ich es zu Tüv bringen, um es zu registrieren?

That card inly shows the used materials and nothing else. You will need Parts with a „E-Prüfzeichen“ on them. Also you will need to go to the Tüv or Dekra,GTÜ etc. to get a so called „Einzelabnahme“ to register modifications, if street legal, to your car. Afterwards you will have to go to the „Zulassungsstelle“ and get those changes entered into your cars paperwork.
