Am 24. September führte die Polizei eine Operation durch, um illegale Mopeds an der Fünf-Wege-Kreuzung von Nishi-Guchi in Nishi-iikebukuro, Tokio, zu fangen. Innerhalb von nur 30 Minuten wurden fünf Verstärker zitiert, wobei drei als ohne Lizenz befunden wurden.
Ein Fahrrad wird als Moped klassifiziert, wenn sich das Rad weiter bewegt, nachdem die Pedale gestoppt sind. Illegale Mopeds werden beschlagnahmt und der Fahrer kann zur Befragung an die Station gebracht werden, auch wenn der Fahrer Verkaufsdokumentation mit dem Fahrrad als Fahrrad anstelle eines Moped zeigt.
Moped benötigt einen Führerschein, einen Nummernschild, einen Seitenspiegel und eine Versicherung. Sie sind verboten, auf Gehwegen zu fahren.

The law now seems like if the wheel continue spinning without pedaling, it’s classified as a moped regardless of how it classified at a store where it was bought.
I’m seeing so many of these kind of mopeds speeding on roads and sometimes being ridden on sidewalks.

Considering you can’t get registration because they don’t have a VIN number, it’s impossible for them to be legal.
Meanwhile the rentable scooters in the major cities don’t need a license but have a license plate, tourists rent them all the time. Japan can’t even make up their damn mind on how and what is needed to make them legal. Typical goofballs.

What’s wrong with the parents that buy these things? Off-Road, fill your boots but stay off the hiking trails with your powered bike.
It’s like buying one of those ride-on powered cars for kids and letting your toddler drive on the road with it.
