Refineries seem to be most effective when hit – usually these are quite large targets, and there is only a limited number of refineries, although not all may be in the reach of Ukraine:

That fuel train from Belarus didn’t fare so well recently. Supposedly an „accident“ with a truck on the tracks! Guessing other fuel imports could suffer a similar fate.
