I live in Lapland. Our high season is from november to march. During that time we have dark and lot of snow. Most of those tourists will stay in very small area compared to whole Lapland. New cabins somehwere area meaningless if you look whole Lapland area. Except if it stepping on your interest. Nowadays Lapland could be very dead place if we dont have this winter tourist season.
