So after a housing crisis fueled by government choices like Golden Visas driving luxury demand, NHR tax breaks, Digital Nomad visas attracting wealthy outsiders and AirBnB liberalization gutting local supply it’s time to dodge the blame and make life harder for migrants.

Kinda harsh for spouses if they haven’t been living together for a year (I’m thinking about military service, jobs requiring temporarily living apart, etc. I’m not sure why they needed to make family reunification more strict.
Europe needs to control the borders a little bit. It’s a mess.
The measures are mostly common sense, but they did two dumb things: increased the difficulty of immigration for skilled migrants (the one Portugal needs most), and lengthened the citizenship requirement to 10 years for most immigrants after getting the first residency permit, and to 7 years for those from other Portuguese-speaking countries, which just complicates integration for those who do arrive inside the country. The correct situation should be that (other than those that get deported) you either get inside and get treated well as long as you work and don’t create problems, or don’t enter at all, instead of getting tons of problems after arriving no matter what you do.
My girlfriend is Portuguese.
She got a really good (private) education because here parents are well off and guess what? She still came to Germany because the job market in Portugal is just shit. Portugal not only lacks in a proper education system regarding skilled labour but also has a huge problem regarding inheritance laws. What do I mean by that? Cities like Porto which have become well visited by tourists still have empty and run down houses in the centre of the city because families are fighting over possession rights or simply don’t care enough or have no money to build new houses or apartments. Portugal has a systemic problem with inefficiency and slow progress, it is by far not the only fault of tourists or immigrants.
