It looks like Armenian letters. I’m not sure what it is saying
If you ask azeris it’s most likely “ancient Albanian”

The only word that I can clearly identify is Hakob/Jakob (ՅԱԿՈԲ) in the 2nd row (I count the first short one at the top as a row as well).
The letters are too faded to tell
