Would this apply to movies like Lord of the Rings? New Zealand was the ideal filming location for it. While the US has many beautiful locations (for now, until Trump sells off our National Parks) I can’t really imagine they could find somewhere as good here.

Movie production is not a good, it’s a service. There is no law that allows him to do this, not that it matters. More importantly, it’s impossible to implement or enforce in the globalized movie industry.
