This article does a really really really good job to not mention immigration, international students, or temporary foreign workers whatsoever.
Like – it’s not even mentioned. So these writers aren’t dumb, they clearly know what the public discourse is in this. You’re telling me not once did they feel it was relevant to bring any of those up in a whole article about struggling to indecently level jobs? No way. This is a deliberate choice.
