It could be floor heating for your bathroom which uses your electricity. It just makes it more comfortable and maybe dry bit faster.
When the red light is on, it’s heating. And when it reaches the temperature it’s set on, the light goes off. So put it on two/middle (it’s not recommended to be turned off, as it dries your floor after showers) and if it’s cold, raise it a bit. The floor shouldn’t feel hot, just a bit warm.

Yes that’s good advice.
There is a thermostat under the floor.
Keep it set so that the floor is slightly warm and comdortable to your bare feet.
It also has bluetooth so you can set it to warmer an hour before (comfort) and an hour after (drying) when you take a morning shower for example.
Usually this should be kept on on low setting always.
